What is going on with these boobs?

What is going on with these boobs? Even upon zoom-in I remain perplexed!!!
i have zoomed right on in, and would have to pontificate that there is an unfortunate ill fitting strapless bra situation going on here. i do also wonder why there is what looks like a dog nametag hanging from the front seam near the waist. huh!?
